JOB TITLE : Incharge Commercial
LOCATION : Jubail
PURPOSE : This Job description enlists the duties and responsibilities of the I/C Commercial.
SCOPE : This Job Description shall apply to anyone who is assigned to this position irrespective of his grade in the Company.
REPORTING TO: Country General Manager
CONCEPT OF RESPONSIBILITIES:

•    The incumbent is expected to arrange, organize and operate commercial department in ODICO encompassing procurement, material management and fixed asset management.
•    The responsibility includes, most economically viable solution, establishing guidelines for fulfilling project requirement and timely provision for supply of material and equipment to project sites.
•    This Position requires incumbent to possess superior professional skills in procurement, material management, supply chain management and fixed asset management.
•    The incumbent is expected to enhance the "Profitability" of the project / PC&S-BA by applying the best procurement basis and procuring items on rates less than budget.
•    The incumbent is also required to focus on new markets, increasing the horizon of procurement from "local" to "international" buying.
•    The incumbent is also required to act as a custodian of the asset of the business area for the safe keep of all the assets.

RESPONSIBILITIES:

1. Commercial
1.1 To ensure implementation of SMART through I/C procurement for inventory management in ODICO.
1.2 To ensure the flow of procurement process in a smooth and professional manner through pre-qualified vendors/suppliers as per SOP.
1.3 To ensure consolidation of the requirement of standard consumables and tools, in consultation with stores, for establishment of rate contracts on attractive commercial terms, maximum credit limits and uninterrupted supplies to projects.
1.4 Have effective control on the application of SROs and ensure correct implementation of the SROs while importing.
1.5 Continuously reviewing practices to ensure that material procurement is carried out in accordance with the laid down policies and procedures and the best practices, which prevent eliminate compromise on quality, schedule and economy of scale.
1.6 To monitor actual versus planned fund's outlay for taking measures to continuously improve upon the procurement.

2. Asset Management
2.1 Fresh Acquisition Of Equipment
•    Recommends induction of new equipment after financial and technical evaluations. Ensuring that an acquisition criterion is implemented for all assets at pre-deployment level. The acquisition criteria is that "no hired piece of equipment remains deployed on Descon's Site in a manner that the rental paid by the company is greater than 60% of its acquisition value".
•    Ensure maintenance of good database on sources of fresh purchase

(New and Used) equipment and fresh purchase to comply with SOP


2.2 Review of contracts, as and when required.
2.3 Recommendation of new equipment technologies for most effective and/or most efficient means of executing an activity. This could be identification and preparation of viability for induction of equipment/accessories for a specific job.
2.4 Provision of all relevant purchase documents to finance for processing equipment lease activity.

3. Material Management (Stores & Warehousing):

3.1 To ensure establishment of site stores for all ODICO projects as per company policies and systems. This is to include,
• Training of manpower hired for store jobs on ACCPAC (IC and PO), MMS and FAMS through PMS and in house arrangement.
• Provision of quality documents to each ODICO store.
Initiation of program / schedule for inventory control and audit of site stores.
3.2 Arranges timely disposal of surplus / Beyond Economical Repair (BER) materials with ODICO site stores.

4 Audit of E&P Operation and Maintenance
4.1 Carry out a scheduled program of E&P, O&M audit for conformance to the
4.2 Audits to identify following but not limited to,
• Equipment Efficiency and Health
• Equipment POL Consumption
• Operation and Maintenance Costs
• Improvement in system.

5 Heavy Lifts Services
5.1 Preparing a working on future establishment of heavy lift and rental services focusing potential users in Pakistan in power, petrochemical, fertilizer and other industrial sectors.

6 Preparation of departmental budget and its review with finance on biannual basis.

7 Takes ownership of company's core and operating values & QHSE policy.
