Essential Requirements:
-- Minimum 2 to 3 years of Development Sector experience
-- Additional experience preferred
-- Experience in Environment/Energy preferred
-- Experience of working in International Organization preferred

Experience: 2-3 years of relevant experience at the national or
international level in and proven relevance to the post is required.
Additional duration of work experience is deemed an advantage.

Work experience, in the fields of Environment and Energy and/or
development, including experience in programme management, programme
design and formulation. Preference will be given to candidates
familiar with the development community, UN agencies, donors, NGOs and
other players in the development sector in Pakistan and possessing
knowledge and experience of participatory project management
approaches. Knowledge of Environmental Impact Assessments (EIAs),
Strategic Environmental Assessments (SEAs), Millennium Development
Goals (MDGs), Climate Change and poverty-environment nexus will be
considered an advantage.

Education:  Master’s Degree or equivalent in Environment, Natural
Resources Management, Engineering, Alternative Energy Sustainable
Development or any other closely related with the functional
requirements of the post

Language Requirements: Fluency in English (written and verbal communication)

Job Overview:

The Programme Officer is responsible for management of programme
within the thematic/sectoral areas assigned. The Programme Officer
analyzes political, social and economic trends and leads formulation,
management and evaluation of programme activities within his/her
portfolio, provides policy advice services.

The Programme Officer supervises and leads programme support staff,
coordinates activities of the projects’ staff. The Programme Officer
works in close collaboration with the operations team, programme staff
in other Agencies, HQs staff and Government officials, technical
advisors and experts, multi-lateral and bi-lateral donors and civil
society ensuring successful programme implementation.

Functions / Key Results Expected

Summary of Key Functions:

-          Implementation of programme strategies

-          Management of the CO programme

-          Creation of strategic partnerships and implementation of
the resource mobilization strategy

-          Provision of top quality policy advice services to the
Government and  facilitation of knowledge building and management


1) Ensures implementation of  programme strategies focusing on
achievement of the following results:

-          Thorough analysis and research of the political, social and
economic situation in the country and preparation of substantive
inputs to CCA, UNDAF, CPD, CPAP and other documents.

-          Identification of areas for support and interventions
within the thematic/sectoral areas assigned.

-          CO business processes mapping and preparation of the
content of internal Standard Operating Procedures in Results
Management.

2)  Ensures effective management of the CO programme within the
thematic/sectoral areas assigned  focusing on quality control from
formulation to implementation of the country programme achieving the
following results:

-          Manage a portfolio of projects/programmes in Environment
and Energy Unit by monitoring progress of work through regular
reviews, field visits, evaluations etc. in accordance with work plans.
Ensure timely and cost effective mobilization of inputs to produce
quality results in accordance with the laid down procedures.

-          Make substantive contribution to the programme development
of Environment and Energy Unit through all the stages from project
identification, appraisal and approval. It includes writing diagnostic
sector studies, drafting substantive correspondence and launching
formulation missions among related activities.

-          Review periodically, commitment and disbursement levels of
the portfolio. Prepare mandatory and substantive budget revisions in
consultation with the projects/programmes teams. Monitor closely the
orderly liquidation of approved budget resources. Recommend to the
Unit Chief timely redirection of resources when feasible.

-          Maintain, process and analyze information on the GEF focal
areas (climate change, biodiversity, international waters, ozone
depletion, persistent organic pollutants, land degradation); this
would involve identification of new initiatives after a detailed
interpretation of GEF procedures and policies for project eligibility,
review and screening of project concepts, assessment of eligibility in
terms of organizations criteria, interaction with the National Focal
Point for GEF, international agencies, partner donors.

-          Conduct analysis of emerging challenges as it relate to the
sustainable human development in Pakistan and prepare programme/
project for mobilizing funding from global funds, bi-lateral donors,
private sector and others.

-          Prepare progress reports for the overall project portfolios
and attending to routine requests for information from organization
headquarters, as may be communicated through ACD. Also meet the
reporting requirements of the donors according to the specified
formats and deadlines.

-          Initiate and maintain close contact with government
officials, local leaders, NGOs representatives and international
agencies. Network with these officials to ensure continued success of
the assigned portfolio, while providing policy level advice under the
guidance of the ACD.

-          Provide support to other programme areas in the
organization to incorporate environmental concerns in their projects
and help them monitor the same. Develop the Environment and Energy
unit as the main knowledge resource for the CO and external partners.

-          Provide inputs for the annual audits and for the
preparation of programme guidelines and manuals. Assist with the
implementation of these guidelines and manuals.

-          Assist in the launching of project formulation and
evaluation missions, preparation of Terms of Reference, selection of
international/national mission members, their briefing/debriefing,
discussing reports and proposals to ensure relevance, appropriateness,
and quality of documentation; provision of guidance to mission
members, in terms of organization and other donor project/ programme
criteria; ensuring that follow-up is undertaken on the
recommendations.

-          Assist in preparation of Results Oriented Annual Report
(ROAR), Country Programme and Office Management Plans and take
necessary actions to carry out all planned actions as scheduled.
Ensure due reflection of the results-based management system (RBM) in
all projects under the portfolio as part of effective monitoring and
evaluation.

-          Participates as and when required to represent organization
in the CO management meetings and inter agency thematic group
meetings. Represent organization at official meetings, seminars and
conferences and other functions, whenever delegated this
responsibility.

3) Ensures creation of strategic partnerships and implementation of
the resource mobilization strategy in cooperation with the Management
Support and Business Development Team   focusing on achievement of the
following results:

-          Development of partnerships with other Agencies, IFI’s,
government institutions, bi-lateral and multi-lateral donors, private
sector, civil society in the specific thematic areas based on
strategic goals of organization, country needs and donors’ priorities.

-          Analysis and research of information on donors, preparation
of substantive briefs on possible areas of cooperation, identification
of opportunities for initiation of new projects, active contribution
to the overall office effort in resource mobilization.


4) Ensures provision of top quality advisory services and
facilitation of knowledge building and management focusing on
achievement of the following results:

-          Identification of sources of information related to
policy-driven issues. Identification and synthesis of best practices
and lessons learnt directly linked to programme country policy goals.

-          Support to development of policies and institutions that
will address the country problems and needs in collaboration with the
Government and other strategic partners.

-          Sound contributions to knowledge networks and communities
of practice.

-          Organization of trainings for the operations/ projects
staff on programme issues.

5) Impact of Results

The key results have an impact on the success of country programme
within specific areas of cooperation. In particular, the key results
have an impact on the design, operation and programming of activities,
creation of strategic partnerships as well as reaching resource
mobilization targets.
