Project Introduction:The Canada-Pakistan HIV/AIDS project is a bilateral cooperation project between the Government of Pakistan (GOP) and the Government of Canada. The project is funded by the Canadian International Development Agency (CIDA) and is being implemented by a Canadian executing agency, Agriteam Canada, in close collaboration with the National AIDS Control Program (NACP) and Provincial AIDS Control Programs (PACPs). The goal of the project is to establish an effective national system for HIV/AIDS surveillance that incorporates both behavioral and biological data. It is currently in an 18 month extension from May 2010 to October 2011.
Scope of Work
The Network Administrator is a full-time position, reports to the Database Manager, and will be located in the Islamabad project office. The position will involve working in a self-directed manner, under the guidance of the Epidemiologist/ Data Coordination Manager as well as working as part of a team including both Pakistanis and Canadians within a participatory and iterative project framework. The Network Administrator is responsible for the operation and administration of the HASP and NACP internal networks, servers, email and network security systems.
General Responsibilities
- Assist the Field Manager and/or the relevant technical coordinator(s) in promoting the objectives of HASP
- Contribute to the development of HASP project plans by providing necessary data and information technology support
- Establish and maintain a comfortable, professional and apolitical atmosphere at the HASP workplace, both national and provincial, permanent and/or temporary, consistent with Agriteam Canada Consulting Ltd. and CIDA administrative policies, requirements and guidelines
- Contribute to and assist the HASP senior management team to:
- ensure program cohesion and synergy
- determine strategic program directions and analyze program performance
- participate in annual assessments, progress reporting and work planning
- To ensure, individually and as part of the HASP team, overall effectiveness and efficiency of project implementation by supporting the work of coordinators, consultants and counterparts and facilitating the discharge of responsibilities of other staff of the project
- Ensure that HASP human, physical and financial resources are utilized effectively and efficiently so that they contribute to the achievement of project objectives and add value to the quality of outputs produced
- Perform other responsibilities as directed by the Project Director, Field Manager and/or Epidemiologist and Data Coordination Manager
- Upgrade, install and troubleshoot networks, networking hardware devices and software
- Recommend and schedule repairs to the LAN/WAN
- Oversea installation, configuration, maintenance and troubleshooting of end user operating system and software
- Manage servers installed at CDCU including proxy, cache and backup servers, and their associated operating systems and software
- Plan and implement enhancements and upgrades to Microsoft Active Directory
- Develop, implement and refine Windows 2003/2008 security standards
- Manage security solutions, including firewall, anti-virus and intrusion detection system
- Manage all network hardware and equipment, including routers, switches, hubs and UPS’
- Ensure network connectivity of all workstations
- Practice network assets management, including maintenance of network component inventory and related documentation, and technical specifications information
- Work with CDCU and HASP personnel to perform server and security audits
- Perform system and backup and recovery with NACP and CDCU/ HASP personnel
- Recommend, schedule and perform network improvements upgrades and repairs
- Manage and/or guide junior IT staff of NACP
- Assist with technology planning through ongoing research
- Perform technology needs analysis
- Masters degree in Computer Science from a recognized university, with a specialization in networking. Preferred CCMA or MCSE certified
- Five years working experience in the relevant field
- Experience in wide area and local area network
- Experience in router management
- Experience in hardware trouble shooting
- Experience in Windows and Linux operating systems
- Excellent interpersonal skills and human relations capacity
- Excellent command of written and spoken English
