Location: Coastal/Site, Oman
Role
Responsible in providing Projects and/or Maintenance Service of cost engineering services to achieve their
approved cost estimate by company.
Responsible for contractor Assurance process of consistent Cost Estimates
Responsible for building a transparent, structured and shared database for use by contractor and company with
norms and costs.
Responsible for building the direct cost estimates with activity allowance, either being the target cost estimate or
cost containment estimate for the execution and Engineering & Design.
Responsible for reviewing the control cost estimate
On request to provide cost engineering services to company (chargeable).
Shall report directly to the Head Project Support.
Qualification
Diploma/Degree in Technical Engineering discipline.
Certified as cost engineer by any Cost engineering Council.
Experience
Minimum 8 years experience in cost engineering in a major Engineering Consultant Environment
Minimum 5 years experience in the oil 7 gas industry.
Fully conversant with International design & construction Standards for the oil & gas industry
General
Has the potential to develop up to a project Support position for large projects.
Has down to earth commercial appreciation and judgment
Has IT development experiences with databases
Fluent spoken/written English, and adept in conducting formal meetings
Personality
Good Interpersonal and communication Skills. Shall be able to interact with Project Manager & Contract Manager
and has a good network attitude. Be able to challenge Cost estimate prepared by others and third party. Have
motivational skills to others in project support.
Principal Accountabilities
Providing all type of direct costs in cost estimates at all phases in the ORP development process
Execute the Assurance process on contractor cost estimates and report actions required to progress
Can actively train and encourage the development of Omani personnel on cost engineering roles
Assess the first step accuracy of ‘star rates’
Single focal point responsible for all cost engineering issues
Providing Design personnel with cost engineering input of documents required
Review of Bids and quotations from vendors on completeness and to be included in direct costs.
